We’ll offer you a choice between your legacy scheme (final salary) benefits and your reformed (CARE) scheme benefits for your service between 1 April 2015 and 31 March 2022. This is called the Remedy period.

This choice will be offered to all members, including those who had 'protected status' when the pension reforms were introduced and remained in the legacy scheme. 

To help you decide, we’ll send you a choice letter, known as a Remediable Service Statement (RSS). This will show your pension benefits side-by-side for the Remedy period, to help you decide which option is the right one for you.

Depending on your situation, you may have already received a Remediable Service Statement (RSS) - or you may still be waiting. Please read the section below that applies to you.

What is a Remediable Service Statement? 

You’ve been sent a Remediable Service Statement (RSS) - a choice letter that compares your pension benefits under: 

  • Your legacy scheme (final salary), and
  • Your reformed scheme (CARE) 

This comparison covers your service between 1 April 2015 and 31 March 2022, known as the Remedy period

What you need to do: 

  • Review your RSS carefully
  • Decide which scheme benefits you want to take for the remedy period
  • Follow the instructions in your letter to make your choice

The RSS contains important information to help you make your choice. We’ve tried to make it as easy as possible to understand by laying it out in sections. The introductory letter explains why you are getting a choice and when this needs to be sent to the SPPA. Complete the choice form with your decision only ticking the boxes to show your choice and send this to the SPPA. 

As soon as your decision has been processed by the SPPA, we will send you a confirmation letter. We aim to process your decision within six to eight weeks of receipt of your remedy choice. Depending on when your pension is processed, this may not be the next payment you are due to receive. As we are processing large volumes, there may be unavoidable delays but we will try to keep this to a minimum.

I haven’t received my Remediable Service Statement (RSS) yet

What to expect: 

If you’ve retired and haven’t received your RSS yet, we are writing to let you know the latest position. 

What you can do now: 

  • Ensure your contact details are up to date, you can do this on our Member Self Service portal (MSS)
  • Keep an eye out for your choice letter in the post
  • You don’t need to take any action until your RSS arrives 

Why the delay? 

The practical delivery of the 2015 Remedy ruling for pension scheme administrators, such as the SPPA, has been incredibly challenging. In addition, several key documents and guidance pieces were only finalised late in the process, including: 

  • Guidance on non-club transfers (Dec 2024–Feb 2025)
  • Divorce case guidance (March 2025)
  • Amendments to HM Treasury directions
  • Amendments to tax regulations (April 2025) 

These delays have meant that administrators were unable to proceed with full confidence or clarity.

We continue to dedicate our resources to producing outstanding RSS, this requires deep technical and systemic understanding. This complexity reduces our capability to draw on additional resources as it’s this deep understanding that’s required to progress. We remain committed to accuracy and are working diligently to resolve the remaining retired members’ choices. While progress may be slower, ensuring accuracy is our top priority.  

We’re issuing letters by email and post to members who have not yet received an RSS which will explain in more detail your individual circumstances and what we are doing to make things right.
