Corporate Parenting Plan 2026 to 2029
The Scottish Public Pensions Agency (SPPA) has published its Corporate Parenting Plan for 2026 to 2029. This sets out how we'll meet our legal duties to support care experienced people, and how we'll help them thrive, achieve their goals and access fair opportunities.
What is corporate parenting?
Corporate parenting is when an organisation takes responsibility for providing the best possible care and support to people who are care experienced. In Scotland, these duties are set out in the Children and Young People (Scotland) Act 2014.
As a public body, SPPA has 6 core duties as a corporate parent. We must:
- be alert to anything that might affect the wellbeing of care experienced children and young people
- assess what support they need
- promote their interests
- help them take part in activities that support their wellbeing
- help them access opportunities and services
- take any other action needed to improve how we support them
Supporting The Promise
Our plan is shaped by The Promise, Scotland's 10-year programme to improve the care system, and by insights from Who Cares? Scotland. We're committed to continuing to #KeepThePromise and working with other corporate parents to deliver it.
Importantly, our commitment doesn't stop when someone turns 26. We recognise that the effects of growing up in care can last well into adulthood, so we aim to support care experienced adults throughout their lives.
What we're doing
Our plan focuses on 3 areas:
- Collaborating with other corporate parents and partners, including Who Cares? Scotland and Scottish Borders Council, to join up support across Scotland.
- Supporting care experienced people into employment and development opportunities, including through our Care Leaver Internship Scheme, mock interviews and office visits.
- Raising awareness among SPPA staff of care experience and its impact, including through e-learning and awareness sessions.
